تا سال 1993 (1372) هر چند که محققین معدن کشور در کنگره های جهانی معدن شرکت می نمودند ولی کشور ما حضوری در کمیته IOC نداشت. عدم حضور افرادی در کشور ما که از نظر وجود ذخائر متنوع معدنی یک کشور غنی بشمار می آید در پیکره این نهاد بین المللی در پوشش منطقه ای این نهاد خلایی ایجاد نموده بود بنا به پیشنهاد قائم مقام معاونت معدنی وقت وزارت معادن و فلزات (آقای مهندس الماسی) و موافقت وزیر محترم معادن وفلزات (جناب آقای مهندس محلوجی) از طرف هیات اعزامی به کنگره جهانی معدن در مادرید درخواست عضویت در IOC (توسط آقای دکتر افتخار نژاد) مطرح گردید و مورد پذیرش قرار گرفت. وزارت معادن و فلزات در مقام متولی جامعه معدنی ایران افرادی را جهت عضویت در IOC معرفی و با توجه به سوابق تجربی و مدیریتی دو نفر از افراد معرفی شده در هفتاد و یکمین نشست IOC بررسی و مورد پذیرش قرار گرفت ( مهندس الماسی – دکتر افتخار نژاد ) . البته در اغلب کشورها که فاقد کمیته ملی معدن هستند سازمانهای مسئول در بخش معدن به عنوان متولی جامعه معدنی کشور خود عمل می نمایند. در سالهای بعد با پذیرش دو نفر دیگر در بخش معدن (آقایان دکتر شیخی کاریزکی و مهندس حمیدی انارکی) کمیته ملی تکمیل و آقای مهندس الماسی بعنوان رئیس کمیته ملی IOC معرفی گردید.

مقدمه
از مدتها پيش مهندسين و متخصصين مهندسي معدن براساس آشنايي كه با انجمن مهندسي معدن امريكا و خدمات علمي پژوهشي آن داشتند، در فكر تاسيس چنين انجمني در ايران بودند. در اين راستا تلاشها و فعاليتهايي آغاز گرديد تا اينكه در سال 1381، تعدادي از اساتيد و مهندسين معدن جلساتی را برگزار و به بررسی نحوه تاسيس انجمن و تدوين اساسنامه آن پرداختند. در آبان ماه 1381، اطلاعيهاي از طرف هيات موسسين تهيه و به دانشگاهها، موسسات و شرکتهاي مختلف ارسال گرديد و طي آن از متخصصين مهندسي معدن جهت تشکيل انجمن دعوت به عمل آمد. متعاقب آن، نزديک به 50 تن از اساتيد و مهندسين معدن طي جلسهاي در مورخه 10/10/81 در آمفي تئاتر دانشکده مهندسي معدن، متالورژي و نفت دانشگاه صنعتي اميرکبير گرد هم آمده و انجمن مهندسی معدن را تاسيس و سپس اقدام به رايگيري و انتخاب هيات مديره كردند. در نهايت انجمن مهندسی معدن ايران در ديماه 1381 در اداره ثبت شرکتها به ثبت رسيده و بطور رسمی فعاليت خود را آغاز كرد.
پس از تاسيس تا پايان سال 1382، دفتر انجمن در دانشگاه صنعتي اميرکبير مستقر بود. هرچند در ابتدا، عمده فعاليتهاي انجمن صرف عضوگيري و افزايش تعداد اعضا ميگرديد ولي طي اين مدت يک سري برنامهريزيها نيز توسط انجمن، جهت انجام فعاليتهاي علمي پيريزي شد. از جمله مهمترين اين برنامهها، برگزاري کنفرانس و اخذ درجه علمي - پژوهشي برای مجله "مهندسی معدن" از وزارت علوم، تحقيقات و فناوری بود. " کنفرانس مهندسي معدن ايران- 83 " عنوان کنفرانسي بود که مقرر گرديد در سال 1383 برگزار شود. پيشنهاد همکاري جهت برگزاري اين کنفرانس به دانشگاههاي مختلف داده شد که در نهايت دانشگاه تربيت مدرس جهت برگزاري کنفرانس اعلام آمادگي كرد. متعاقب آن دفتر انجمن و دبيرخانه کنفرانس در تيرماه 1383 به دانشگاه تربيت مدرس منتقل و تا آذرماه 1384 در همين دانشگاه به فعاليت خود ادامه داد. بالاخره انجمن در آذر 1384 با خريد يك واحد آپارتمان صاحب خانه شده و از آن به بعد در اين محل مستقر گرديده است.
